While I can't speak to the specifics of KUBUNTU over Ubuntu, I'm darn certain that Debian & Ubuntu both include it vim out of the box. I just installed several Debian boxes (stable, testing, and unstable) and an Ubuntu box, and vi/vim was available out of the box on every one of them. And the BSDs all come with vi (though nvi, not vim) out of the box. And Redhat. And Slackware.
