Good news, Logic has become accessible with special scripts written for it.
It has been tested thoroughly with Logic 8.1 Pro, so no results as of yet if
it will work on later versions or the Express one.
Below I have pasted two messages from the person who posted it to another
mailinglist.
Although I didn't have scripts in mind, it looks great.

I'm glad to be able to report that the accessibility situation for Logic on
the Mac has changed. We now have a script package that works with the
QuicKeys scripting system. With some small, and usually not relevant,
exceptions (such as inserting key change markers in the middle of the
project), you can do everything in Logic. This includes changing mixing
settings, inserting and configuring soft synths and effects, editing events,
editing audio, etc.

It's even better if you have a control surface. There is a process that will
allow Tim's Mackie display Reader to integrate with Logic. So, between the
scripts and the talking control surface support, Logic is officially the
first fully accessible DAW environment for the Mac. I don't count the
partial access in Garage Band. Between Logic and Pro Tools, we'll have
access to the top DAWs for sequencing and editing.

Something real exciting to try out while you wait to share in the Pro Tools
goodness.

Actually, we have the RNIB to thank for Logic.

For anyone that wants to try this, you can do so, even with a $500 Mac Mini.
The on-board sound on Macs is just fine for Logic. The on-board sound on
Macs is just fine for most anything. On Macs, people usually buy an
interface because they need more I/O than the built-in sound will provide,
not due to conflicts. Well, except for Pro Tools, where you're forced to use
an external interface for a combination of compatibility and copy protection
reasons.

This has been heavily tested with Logic 8.1 Pro. Not sure how well it will
work with Logic Express, or if it will work with the newer 9.1. Needs some
testing.
