Google for

drive setup resedit

and you'll find out how to hack Apple's drive setup software or downloads for 
already hacked versions.

The reason for this is Apple wanted to force people to only buy hard drives 
from Apple, so they paid drive manufacturers to insert things into the drive 
firmware like the words APPLE COMPUTER at specific locations.

Drive Setup looks for that info and if it doesn't find it, it will not format 
the drive.

There are some older versions which don't have that limitation, but their 
driver is not as good as the later versions.

Another possibility is the partition setup on a Mac formatted drive can get 
screwed up to the point where no software on a Mac can do anything with it. 
I've experienced that myself, the only cure was low level formatting the drives 
with a SCSI controller in a PC.
