I just had a though about the problem with a non functioning Asante
SE/30 card. I once got one to put in a IIsi. In the process of
installing it I disconnected the ribbon cable between the two boards.
It wasn't until I went to plug it back in that I found Asante had
committed the unpardonable sin (to an engineer) of not marking the pin 1
location on either end of the cable. I connected it back as best I
could recall. Murphy intervened of course and it was the wrong way. I
switched it around and it still didn't work, it had presumably fried
when plugged in backwards.

When I got the replacement I made a point of diagramming how the cable
plugs in and have not repeated that incident.

In any event, it's possible your card got similarly fried. IIRC (twenty
year old memory) the card shows up and you can configure it and
everything but you get no network access.
