cleaning the heads is the first thing i should have tried in your case. if that doesn't help, you will be forced to open the drive and clean the mechanical part. as everything spins nicely, and you still can't read any floppy's, maybe the heads are misalined due to floppy's that where forced in or out. probably by the metal sliding shield that was sometimes misformed or too wide. i tried once to realine them, without success.
btw. i remember that some floppydrives had unalined (read&write) heads. at least, that 's what an apple technician told me about 15 years ago. i never understood why. correct me if this is false.
