The latest System that will "run" (poor choice of word in this case) on a Color Classic is 7.6.1. It would, however, be essential to turn almost everything 7.6.1-like off (e.g., the Text to Speech Extensions etc.) for the machine to be even barely usable under 7.6.1, but it should work in the sense of booting and running some basic applications.
7.1 is by a very great margin your best bet, and even then a Color Classic is painfully SLOW; plain 7.5 would be almost acceptable, as despite the much more complex kernel, the payback is that it is a little more "complete" out of the box and is reasonably stable so long as it is not installed on 68k hardware (widespread comments that one reads about its instability and slowness refer primarily to ppc hardware). After 7.5, the Systems get much bigger, being designed for the then high-end 68040 and ppc chips, they require more ram to run, and they certainly assume faster system buses than is found in a little Color Classic. These Systems are plain unwieldy on the machine. You could try 7.5.3/7.5.5, in short, but these are very much the same as 7.6.1 for your purposes. The main additions to 7.6.1 are more native ppc code, the addition of OpenDoc, and the multimedia and internet related capabilities, none of which are especially relevant to what anyone in his/her right mind would want to do on a stock Color Classic. Mind you, stick in an LC550 logic board and you for all intents and purposes have the fastest Compact Mac ever, a Color Classic II. The only thing missing is then the badge. With a 33MHz 68030 and a 33MHz bus, and with a 32MB RAM chip installed, it will then run 7.6.1 tolerably well.
