While there was always room for improvement with Chooser (such as what
was done in OS X) I don't think Chooser is your problem.
Most likely problems are you have the wrong cable. Unfortunately many
such cables are simply not marked adequately. If you have an external
modem with a DB-25 connection you could try using the cable to connect
the modem and use a terminal emulator to see if you can talk to the
modem. If you can then it's a Modem cable and not a Printer cable.
You can also try Zapping the PRAM. The serial port speeds are one of
the parameters stored there and I have seen a corrupted PRAM hang up the
printer and modem.
Otherwise the likely problem is the driver is fubar.
