First thing would be to see if the PRAM battery needs replacement.

To test for this, turn it on, let it settle. Then flick it off and back on quite quickly (maybe a quarter of a second off, if that) then back on. If it's a PRAM battery, it should then you should get another chime and it'll start up in pretty short order normally.
