The stuff that comes out of the battery is probably KOH potassium hydroxide. 
Hot water is a good solvent for that.  And water won't hurt the circuit board 
so long as it's rinsed well and not turned on until it's thoroughly dried out. 
Try an old toothbrush.

You could consider soldering in a replacement cell. They come with wires 
attached for that.

Dry alcohol is a way to rinse out remaining water. The alcohol mixes well with 
the water and the combination evaporates rapidly.  But dry alcohol is tough to 
find. I use 99% isopropyl alcohol which can be found at professional cleaning 
shops. Dry ethanol, 200 proof, comes only with a license, at least here in the 
US of A. Rubbing alcohol, denatured alcohol, and booze come with other stuff in 
it that might, or might not, be harmful and nobody will tell you what's there.

The well told story is that, in the days of prohibition, the test was to see if 
something offered as alcoholic was done with a match. It was 100 proof, about 
50% alcohol, if it burned.
