It looks like an issue with the vertical sweep. I have seen cases where only
about half of the screen is used: this is a failure of the vertical sweep.
However I haven't seen anything like yours... 
If this isn't just a bad floppy disc, you can check a few things part of the
vertical sweep circuit.

- disconnect and reconnect your cable harness between the logic board and
analog board.
- check for a cracked solder on the J4 connector: it's best to de-solder and
re-solder the complete connector on the Analog board.
- check the green, vertical sync, wire from the analog board to the logic
board for continuity
- check resistors R2 and R3 on the analog board: in-circuit test should
almost read zero ( < 1.5 Ohm )
- Look for tarnish on the CRT pins: when some are discolored clean them with
a metal cleaner.
