Both the logic boards of your Classic II and SE/30 need to be recapped. This
will solve the vertical lines issue.
However given the age it's recommended to recap the Analog board and PSU as
well, especially for the Classic II as the capacitors used on the Analog
board tend to leak at the bottom.

You can find a list of capacitors for the logic boards here:
http://68kmla.org/wiki/Capacitor_Replacement

For the OS of the SE/30: depending how much ram you have it can be anything
from OS 6.0.8 to 7.5.5
You can find these on the Apple website for free.
http://www.info.apple.com/support/oldersoftwarelist.html

If you SE/30 has 16MB of ram, the best choice is Mac OS 7.5.5
Up to OS 7.1 you can install it from floppy discs, higher install from
CD-Rom.

I'm located in Belgium so if you can't figure it out, I can help you out
with the OS.
Feel free to contact me off-list.
