Not exactly. While it's true that the voltages at the neck aren't nearly as high as at CRT anode, when the tube is powered up they're still anywhere up to about 400V... so still something to be careful of. The CRT anode, on the other hand, will hold 10,000-40,000 volts even when powered off.
