You said the board was recapped about a year ago. 

What about the power supply?

Have you tried reseating the ram SIMMS? 

Also try simplifying you configuration, remove extra RAM, disconnect the SCSI 
drives and see if you can get it to boot. If yes the. Start adding components 
back starting with the RAM and checking to see if you can boot each time.
