Yes, it's unfortunate, but it's not murder. Every state in the
union has laws that allow for electricity to remain on for people who
would be put in danger due to health problems. The old man was the
person who failed to start the ball rolling. He knew his health
condition. The power company did not. If they is blame to be
placed, it does not belong in the hands of your local power company.
