I've low level formatted MO disks just fine with the BIOS in my Adaptech 2940 PCI SCSI controller. Fujitsu has a Windows util (that only works with Fujitsu MO drives) that can do low level format, quick format, FAT16, FAT32 or something they call "Super Floppy" format.
