Leave it horizontal (out). That's the normal position of this push button.
Vertical is for remote switching it on/off from another Mac, on a network,
etc etc.

Yes, that's a known trick when the start-up circuitry in the IIci has gone
old. You push it, wait a second and push it again, hoping thta the circuit
has stored just enough electricity to come through startup. Now that this
trick doesn't work, we may either assume:
1. the start-up circuit has gone even worse, or:
2. another fault has arrised; not in the start-up circuit, but somewhere else.

Because you mention that you had to do the start-up trick before, I think
the circuit has finally given up.

But before anything else, open the Mac, take out everything and clean the
area on the main board right behind the power switch with a brush and a
cotton-tip. Especially around the small round 'cans', the capacitors. Then
put it all back and try again :)

It can be repaired by replacing one or more parts (capacitors, I think) on
the main board. Requires some soldering.

A new main board is what you need, I guess. They're not expensive (10 - 20 $).
