It isn't. Mac OS 8.1 was the first to have HFS+. Of the 68k Macs, only those with an 040 CPU can use HFS+ but they cannot boot from an HFS+ volume because there is no support for it in the ROM. I wish Apple had updated the Finder to support 256 character filenames in 8.1 because HFS+ _can_ do 256 character filenames.
