It will allow Internet browsing. No doubt about that. iCab will do pretty well.

I myself am working at home on a Quadra 840av, while my 'state of the 
art G3 iMac' functions as a home cinema station most of the time 
lately. I use the Quadra for a bit of browsing to, using both icab 
and Netscape navigator 4.08. Using a ram disk for the webcache and 
leaning on a proxy server, it works pretty well.
