The fan in the IIci power supply draws air out the
back. Air comes in through the lid in three places
along the left side and there are some slots in front
of the hard drive. A small amount comes in through
the floppy drive but the dust "shield" (catcher)
keeps that down.

Ont the IIci power supplies I've seen, the fan slides
up and out then you can remove it from the bracket.
A fan with a higher CFM rating might help. You could
use a Dremel type rotary tool with a grindstone to cut
away bits of the underside of the lid to make holes
in the grooves over the hard drive to let heat out
or more air in if the fan draws enough. You'd only
want to cut the low ribs, not the tall ones. The
tall ones strengthen the case.

I'd use a sharp X-Acto knife to make crosswise guide
lines then carefully grind down the rib between them.
Then I'd carefully cut the rest of the way through
from the top with the knife. There are a lot of
low ribs running crosswise so you wouldn't have any
problem making an even pattern. They appear to be
1/2" apart so skip every other section or the top
will be weakened too much.

Another option to get more airflow would be to cut
away the "louvers" inside the slots in front of the
hard drive so the slots would be completely open.
That should allow a bunch more air through, maybe
enough to mount a small fan from a PC CPU heatsink
in front of the hard drive.
