My family bought an LC brand new in '91, and it made this sound for years. 
It did, and still does, work like a charm. I've heard reports of other 
people having this problem, so I would figure it's just a design flaw. Not 
enought RF shielding somewhere, I suppose.

If it really bothers you I would suggest unplugging the internal speaker and 
getting an external pair. I think that will fix it. You can get junky 
speakers for ~$5-10.

(Personally I think it adds ambiance to the whole user experience. Kinda 
like the unmistakable buzzing of an Apple ][ 5 1/4" drive loading DOS 3.3, 
or the delicious whirring and clanking of a Superdrive booting up System 
6.0.7....    ahhhh, the bliss.)
