Government computer stuff is surplussed all the time, but they keep the hard drives for total destruction. (Mostly the federal Gov stuff, not so much on state and city computers.) Unfortunately with laptops that have easily removable hard drives, they're too lazy to remove the drive from the tray or caddy.
