Sounds like you've got a cold solder joint in there somewhere.

Don't be so sure.  Putting in a cooling fan might actually help a bit.  Put it
in the bottom of the case if possible, blowing up over the CRT neck.

They can probably help, at a price that would be several times that of a new
17" monitor that's better quality.
