Try MacComCenter Pro from Smith Micro...  If you can find it.  It 
supports everything you are looking for: FAX, Data and VoiceMail.
System requirements are quite reasonable at (for Version 2.1):
68030
7.0.1 or later
8 MB RAM (16 Recommended)
5 MB HD
EIA Class 1, 2 or 2.0 standard fax/modem
It also says it needs a color 640x480 display, but I don't think that is 
truly a requirement.

There is a version 3.0 upgrade, but it is no longer on their WebSite.
