I don't know about yoru model, but on the older USR external modems 
(ca. 14,400) there was a bank of DIP switches somewhere on the modem 
and one or two of the switches had to be reset for it to work on a 
Mac.

Oh, are you sure you have the proper hardware handshake modem cable?
