Surely those programs would be able to read the bootable stuff off of a bootable CD from the El Torito area? Certainly you would need HFS support for the written CD.
An "El Troito " bootable CD holds a boot image of a 1200, 1440 or a 2880 kB floppy. So you may be able to use a Mac bootable floppy to make the image.
