Well it means 4.0.1 is the last version open to you which can also be patched for 128 bit secure transfers.


Gamba's site, as always and follow the browser link. From there you find a browser that suits your needs, I prefer NS3.04 gold but its very outdated now. Alot of folk like icab, its really up to you what suits your setup.
