You probably need to enable file sharing over IP on the OS 8 box and I'm not sure you can do that on 8.1. ShareWay is the commercial software that Apple finally purchased. To connect to OS 7 using old fashioned AppleTalk over ethernet I use a terminal command which I have set up in an AppleScript. There may well be a GUI-way but it's not obvious.
