Yes. Those drives are probably toast. I've actually gotten some old ones 
to spin up with a light tap from a hammer, but only because there was 
something I really wanted to copy off of it. If you turn on the computer 
every few months or at least once a year, the drive is much more likely 
to continue working for you. The only ones I have seen that could come 
back after being off for 5+ years are the clunky 20M washing machines 
they used to put in Mac SE's.
