As I get up in age my memory is becoming hazier, but I seem to recall 
that someone once wrote a hack that would patch the Apple video drivers 
to enable use of the full screen size of an Apple 12" RGB monitor, to get 
around the default configuration that seems to "waste" a good 1/2" on the 
top, bottom, and left & right edges of the screen.  My recollection is 
that this hack only worked with an Apple monitor using the built-in video.

There are rheostats on the back of this monitor that allow you to 
increase the vertical image size, but all you can do with the horizontal 
is change the position and not the size, so this approach is not a good 
alternative option.

My configuration:
IIci
Apple 12" RGB (Model M1296), using built-in video
System 7.5.5
