Ideally, you should measure the weight at the BALL, and it should be at
least 12% of the total trailer weight. More (higher percentage) won't
hurt, but less WILL, it'll become very unstable. The easiest method of
measuring it is with the Sherline Tounge Scale, about $100.00 at Camping
World. (http://www.campingworld.com) You can also use some lever arms
and a bathroom scale.
