In Pennsylvania, you need to have the trailer inspected.  They check the 
following items (and maybe more):
    The running lights, brake lights and turn signals.
    Tire condition
    Brake condition
    Break-away brakes
    they also check for heavy rust problems

Its kind of a pain, but its nice to know that the vehicles and trailers on 
the road are at least reasonably sound.
