VW SignatureClean and lube all the linkages and pivots.
 Replace the wiper arm pivots, if they have alot of play in them.
 If that doesn't speed things up significantly, you'll also need a new motor.

We've used that in the past, but it seems to eat up wiper blades - and Thing 
wiper blades ain't cheap ($18 each for cheap repros, $37 each for OEM!).
