What Allen said.
Ordinarily you shouldn't see any (significant) voltage
at D+ with the regulator disconnected - the regulator
controls the current flow through the field windings
(via the DF terminal) which determines the output
voltage of the generator. If the field is shorted
directly to ground at the DF end you'll get maybe 35
volts at B+; on this one it sounds more like there's a
short between the field and main windings - it would
lead me to take it back to the rewinder.
The last few paragraphs here describe how you can test
a generator. Not directly helpful for this one because
of its unusual problem, but it should help you
understand how the system works:
