Have you broken the engine in properly? Years ago, I rebuilt a '61 Bug - 
first one from scratch - and the motor lacked power - until the rings 
finally seated. Performance went up by about double right there. Check 
your compression - and vacuum advance / distributor, too. Bad advance 
will cause bad performance.
