The AD does say that the engine needs to be rebuilt.
My guess is that it may have overheated a time or two.
It kind of makes you wonder why someone would go
to all the trouble to bastardize the charging system
when it would probably take less time to do it right.
I understand what people do out of necessity when
parts are scarce, but the correct parts are not scarce
in the USA.

Boy, that's scary-looking. The V-belt doesn't even
contact the stock pulley for 90°, it just HAS to be
slipping. Standard engineering practice would call for
around 150° "wrap angle"
