      Please brace for barrage of posts from my side.
 
      Coming to the topic.....There is a possibility of the electromagnetic 
cutoff switch being missing from the carb. I am assuming you got the complete 
engine from a bone yard or off someone. It may have been taken off/pilfered by 
someone having access to the unit.
 
      However you do need to inspect the port on the right hand side of the 
carb (RHS of the car too). Do you see a threaded aperture?? If not, is there 
any brass item in place?? Imagine the longish cutoff switch with the electronic 
part broken off. It would look *something* like a main jet albeit with a small 
ball where the hole of the main jet would be. This is the non electric air 
correction jet. Many carbs had it, tho I assume its a rare sight in the US. So 
it may be a case of the eye not picking up what the mind could not see.
 
      The carb in general could use a good clean after a complete dismantling. 
The lines may be gunked up and such. Crap, rust flakes and what not can do 
wonders in choking up a carby. A can of carb cleaner would come in handy.
 
      Btw, I have not heard of a 30 PICT S. The S part. Could it be a 2?? Or 
maybe Brazil only??
 
      I saved my 59 ragtop from the junkyard and on firing up the engine, I 
faced the exact opposite of your dilema. It would idle fine but not rev, just 
splutter, misfire, cutoff and such but no smooth revs. Turned out that the 
accelerator pump tube, the U shaped thingy in the throat which sprays gas down 
on revving, was actually broken in its usual place. To the newbie it seemed 
like a component as it had snapped off so neatly it looked genuine. A trip to 
the machine shop, spending two sodas worth of money and a freebie tube from a 
friend later saw the engine purring like a kitten.
