Sorry I left out those details.  With the points open and the plastic follower 
on the cam at its highest point (Point Gap: .016). The points are shorted out.  
If I slide the points up on the shaft towards myself they are no longer shorted 
out.  It only happens when you push the movable part of the points all the way 
to the bottom of the shaft does it short out.  I got out a magnifying glass and 
I noticed that the face of the points do not meet totally flush. The outer edge 
of the points face touch first.  Is this normal? Should I go back to the parts 
house and get another set of points?  Am I missing something?

The points work by shorting when the movable part is touching the fixed 
part. If you move the movable part so a gap is seen between the 
contacts, you should not see a short from that wire to the distributor 
body. If there is, the points are defective.

You did remember to set the point gap while the cam was at its' highest 
point? :)

There's supposed to be a fiber or plastic cam follower that rests on the 
cam and moves that part of the points. I've seen them snapped off 
before, but never on a new set of points.
