truck bed liner should work.... 

you could also try swamp cooler tar (you have to live in the southwest to know 
what a swamp cooler is). same as roof repair tar. comes in 1 qt or 1 gal or 5 
gal cans. all you'd need is a qt, maybe 2 at the most.  it comes in black 
traditional tar or a newer aluminum color type. the aluminum type is better 
against UVs if exposed to the sun. thin with mineral spirits. since we are 
pretty much rust free around here I haven't tried either on my bug.

on my motorcycle when I stripped the fenders down to bare metal, I coated the 
insides of the fenders with "PEGARUST PRIMER". this was recommended for marine 
environment structural steel so it should work excellent in the dry southwest. 
It's made by Mythas.
It's been tens years now with no rust, separation or even a chip or
scratch yet. Forms a pretty tough semi-flexible undercoating type
protection that also seems to help deaden fender road noise.

The NOXYDE primer is also good on rusty or rust prone steel.
