Hi, bert, The speedo is totally mechanical - that ballast is for the gas gauge.
Whenever I have seen this, it was the cable. Personally, I have never had a VW speedo fail, though I have heard tell of plastic odometer gears breaking. The cable is either kinked or dry, or it's starting to break and the frayed wire ends are getting stuck and breaking loose.
