Do you have any info on any states with any degree of this law in place? I'd
love to read more about it as it sounds like a timely issue to bring up as
it just might be an issue I'll need current knowledge on.

No, my query is a bit beyond reciprocity.  Our new law permits mounting old
Tennessee license plates, correct for the era when the antique car was made
or first driven.  The current Antique Vehicle tag must be carried inside the
car and produced on demand, but needn't be mounted and displayed on the car.
I have heard that some states now permit mounting ANY old license plates --
foreign country, other states, etc. -- on registered antique cars, under the
same restrictions.  I'd like to get our new statute amended to permit that
also.  (Like, my German police car has 1970 German police tags.  With an
amended law, I could run with them without having to show a Tennessee
Antique Vehicle tag in addition.)

The ambiguity in some states' statutes might provide an opening.  In legal
jargon, "foreign" is used to mean out-of-state (but within the USA).  So a
statute permitting oldtimers to show "foreign" tags might implicitly cover
German or other foreign license plates.

You say there are states which have reciprocity (FF&C) laws but are asking
us about ones we know of? 

Which state do you know of that has this? I've checked CA and UT and can't
seem to find a straight answer on it.

There's very little standardization between and among the states on this.
Many offer "full faith and credit" (and reciprocity) to "foreign"
registration and licensure until the out-of-state registration or license
expire; my state requires re-registration in-state within 30 days of
"establishing residence" here.  As a student, I drove around in Tennessee
for three years with my Oregon driver's license and plates, but once I got
caught, I got hit with a court order (but they waived the fine).  It's often
all about the revenue.

My state (Tennessee) has changed the law regarding antique-car license
plates.  It's a step in the right direction.  They allow any antique (25+
year old) car to display old license plates from "about" the date of
manufacture or original use of the car, and permit the driver to keep the
current-issued Antique Vehicle tag inside the car, like, under the seat.
But there's a minor catch:

The law here does not allow old out-of-state license plates, or foreign
tags.  Do any of you live in states that DO permit displaying (only) foreign
or out-of-state license plates?  I'd like to get our state law changed to
permit that, and I'd like to find a suitable model statute to propose here.
