Ceramic coating is generally used on headers and exhausts ti keep heat *IN* to help create a more complete combustion cycle.
Ceramic (porcelain) is an insulator. There is plenty of room for the original VW engineers to have added conventional insulation to the outside of the fan shroud. They didn't so ...
