Sounds like you have a 73 or newer hood. 68-72 all had the raised area for the emblem,

On the Brazilian hood, there were three little vinyl or polyethylene plastic sleeves (Tüllen) that the pins fit into. The “new” (’72) hood has smaller holes (appx 3 mm) that are slightly more closely spaced (their radius is about 1 mm smaller) that hose of the emblem (which is a 113 852 601 B). The location is flat, not raised; does that suggest it was an aftermarket hood? Is there a different VW emblem I should be hunting? I hate to start carving and drilling on a newly-painted hood.
