Hey, Kyle,

If you have a friendly medium-blasting shop in town, ask them. My place in 
Nashville (StripMasters, a locally-owned operation) uses soda blasting and has 
some small nozzles that can go into louvers. Mine were crudded up with about 
four careless re-paints, and they took them to clean metal very nicely.  For 
ten bucks.
