Don't turn off VoiceOver. Do a three finger double tap to mute or unmute
speech.

Running an iPhone 4, I have no speed problems with the phone but I
don't think it helps you much. I also don't think there's a way to
edit your message apart from the Try Again command, which is actually
quite frustrating at times.
