        I don't know if you have solved this issue yet, but in case you haven't 
I will tell you my experience with this on my 4 S.
        Ever since the IOS 5.1.1 update that came out a couple of weeks ago I 
have been having the same issue with losing Voice Over.  This will happen every 
time I turn my phone completely off and then restart it.  In truth I do not 
lose VO the audio of VO is being routed to the line in or the phone speaker, as 
opposed to the internal speakers on my phone.  If this is what is happening to 
you, the fix is very simple.  Just use another phone and call your phone, and 
when your phone begins to ring, your VO will be routed back to the internal 
speakers like normal.  I hope that this helps, if this is not what is happening 
to you, please post a more detailed account of your situation and I will see if 
I can help you with it.
