Did what you asked and it still didn't work.  My done button said dimmed.
And I can't do anything with it.

OK, I just tried a fresh installation of iMapWeather radio.  On the setup
screen, after you enter a zip code and get the message about no media
providers for this zip code, and the prompt to enter a different zip code or
tap done to continue, double tap the "Done" button in the top right corner.
Then do a two finger flick up gesture to read all.
If that doesn't work, touch the "Setup" heading at the top of the screen
(just below the time on the status line) and do either a two finger flick up
or down.  What's happening is that the screen has updated, but VoiceOver
doesn't catch the refresh unless you force it to read again.

You'll get a message telling you that you can receive alerts for up to five
saved locations plus your current location, and that you can change your
settings at any time by selecting the settings view from the sidebar.  Then
you'll be asked whether you want to manage your settings now or later, and
will get either a "now" or "later" button.
If you did the read all gesture your focus will be on the "later"
button, so flick left to "now" and double tap to do the setup.  Answer both
the prompts for using your current location and sending notifications by
allowing permissions, then go ahead and configure your settings.
