I humbly submit that not all of your assertion is correct.  while it is true 
that if you have cloud drive enabled your purchases automatically get saved 
there but as soon as a purchase is completed you are given the option to 
download to a pc as well.  So it isn’t necessarily an either or nor do you have 
to change your cloud options in your account to obtain a saved copy on your pc.
I hope this clarifies things for someone.
