Les, Do you have some vision or do you know someone who does? I only ask because you have to go to settings and enable it there, but that is not seen by voiceover. I'm not sure why though. I have some vision and did it myself by going there and turning off VoiceOver and touching the slider to enable it.
If you need me to see if I can do it somehow without vision I can. I do remember people on here saying that one needs to have assistance to do this. BTW once this is done you can turn on voiceover and yes at that point if you tap the app, it will make a noise as if the app crashed and then go back to the home screen, but it will toggle on or off bluetooth. You will be able to see the bluetooth icon in the status bar. Hope this is clear. Let me know if I can be of further assistance.
