The best way to know where an app is, is to just feel around the screen, also 
if you start flicking through your apps, you will notice that VO makes a 
different sound when you swipe from one app to another on the same line as 
compered with the last app on a row to the next row app.

Unfortunately VO does sometimes go quiet while moving apps, when this happens 
for me I tend to just wait for a while for VO to catch up. It can be helpful 
also to exit editing mode by pressing the home button and then to restart the 
moving process again. 

You can only move apps in landscape mode if you have an iPad, in this casem I 
am not sure that it really makes that much difference. I would probably just 
suggest that you do the moving in which ever orientation you typically use the 
device.
