Hello, There are a lot of apps that do that. The one I use is called "Birthdays with Push by Jonathan Teboul. However, this app only takes birthdays from your Contacts, I have never found a way to manually enter somebody's birthday. It gives you 2 tabs at the top, "Upcoming" and "Unknown". The upcoming tab gives you a list of birthdays with the ones coming up next at the top. You can go in and edit the date in case you entered it incorrectly and you can set at what time of the day you want to be Notified. It will also give you a Push message which shows up in Notification Centre. The "Unknown" tab gives you all the names in your contact list which don't have a birthday associated with them and you can put in the date here or, of course, you can go to Contacts and put in the date there.
When I did a quick search for "Birthday" I did see one app which also pulled Birthdays from Facebook and said you can manually enter birthdays, but it does not say anything about Voiceover compatibility so I'd probably write to the developer first. Birthdays with Push is fully accessible, it tells you the person's name, when the birthday is, e.g. 1 month 2 days and then the actual date.
